Hong Kong Capital Investment Entrant Scheme
Hong Kong Investment Entrant Scheme, also known as the Capital Investment Entrant Scheme, is an investment-based immigration program implemented by the Government of the Hong Kong Special Administrative Region starting from October 27, 2003. It concluded on January 15, 2015, and was relaunched on December 19, 2023. The scheme is designed to attract applicants to bring funds to Hong Kong, which will be invested in industries prioritized by the government—such as supporting startups and innovation and technology. It emphasizes that the program aims to boost economic and industrial development.
Application Requirements

The principal applicant must be:

A foreign national; or
-
A Chinese national who has obtained permanent resident status in a foreign country; or

A resident of the Macao Special Administrative Region; or
-
A Chinese-origin resident of Taiwan,
and must be at least 18 years of age.

The principal applicant must, within the 6 months prior to submitting the application, prove ownership of net assets of not less than HK$30 million or its equivalent.

The principal applicant must invest at least HK$30 million in Permitted Investment Assets, including:

At least HK$27 million in Permitted Financial Assets or real estate (with a cap of HK$10 million for real estate); and

HK$3 million in the new Capital Investment Entrant Scheme Investment Portfolio (administered by the Hong Kong Investment Corporation Limited, which will invest in companies/projects related to Hong Kong’s innovation and technology sector, as well as other industries contributing to Hong Kong’s long-term economic development).

The applicant must provide a certificate of no criminal record.

The applicant may bring:

1 spouse (same-sex or opposite-sex, with official legal documentation); and
-
Unmarried dependent children under 18 years of age who are financially non-independent.
